Pay more for Indonesian maids from November
By Amelia TanHIRING an Indonesian maid will be more expensive by year's end.
Employers hiring such maids from November will have to sign a contract with a clause stipulating that the maid must be paid at least $450.
Another clause will state that if she works on all her four weekly rest days each month, she has to be paid another $70, or $17.50 for each day off she works.
These two clauses will be in the contracts issued by the Indonesian government. But how far they will go to ensure Indonesian maids are compensated fairly depends on the rigour of enforcement - and the Indonesian Embassy's record in this has been patchy.
Nonetheless, embassy counsellor Sukmo Yuwono stressed that the embassy will from now on take a tough stance on its minimum-salary guidelines, and employers and maid agents who flout the terms of the contract will be barred from hiring and recruiting Indonesian maids.
Contracts now in force already state maids must be paid a minimum of $450 a month, but this clause has hardly been enforced.
It is an uphill task to get maid agents here and the recruiters in Indonesia to play by the rules.
The Straits Times reported last week that Singapore agents have been working with their Indonesian partners to circumvent the policy pertaining to the sharing of the cost of recruiting and training these maids, which was introduced by Jakarta on May 1; about 260 Indonesian maids were brought in through the "back door" as a result.
Add to this Singapore's lack of a minimum wage policy for maids; salaries, fixed by market forces, have settled in the $420 to $450 range for Indonesian maids.
Contracts by the Philippine government state that their maids are to be paid at least US$400 ($498), but Filipino maids generally get $420 to $450 a month.
Maid agents say some maids, grateful to have a job, do not complain if they get less than the stipulated sum; others are too afraid to complain.
Current contracts are silent on how much Indonesian maids should be paid for working on their day off, which now comes once a month.
Mr Sukmo said that with the new contract spelling out that maids are to be paid $70 if they work on all four of their days off in a month, Jakarta is aligning its policies with those of Singapore's.
The Government here announced this year that employers taking on new maids and those whose maids are renewing their work permits from Jan 1 must give their maids a day off every week.
The Government said employers can pay their maids for working on their days off, but the agreement must be in black and white.
There are some 206,000 foreign maids in Singapore, and about half of them are from Indonesia.
Mr Sukmo said all Singapore-bound maids will be told of the $450 minimum salary they should get.
He added: "I'll investigate each case, and not hesitate to suspend agents and employers who do not follow the rules."
The names of offending agents and employers will go into the Indonesian government's online database, which lists the particulars of maids, employers, maid agents, training centres and recruiters.
Some maid agency representatives here expressed doubt about the enforceability of the clauses.
Some pointed out that Indonesian recruiters and maid agencies here have sealed deals to under- pay the maids they bring in.
Orange Employment Agency owner Shirley Ng said: "Adequate policing must be done in both countries to ensure a level playing field for all agents. Some employers are drawn to certain agencies because their maids ask for less."
Mr Benny Liew of Comfort Employment said, however, that the higher salary enshrined in the clauses may attract higher-quality and experienced maids.
Not all employers try to get a maid on the cheap; some say they are prepared to pay more for experienced, self-starting maids.
Jeweller Eileen Tjandra, 42, gives her Indonesian maid a monthly day off and pays her $520 a month - above the market rate for experienced maids.
She said: "My maid is responsible and requires minimal supervision. I'll give her a $30 raise in the next few months to reward her good performance."

If that is the case, should us the employers set up a Facebook page & mobilize our resources to fight for more rights for us employers so that we are on par with those from HK or Taiwan. By that I mean the rules are more in favor of their employers when it comes to issues of transfer, loans etc
i definitely agree with what you mentioned. It is a total crap. Seriously, i have no idea what the government is doing. Helping the maids and leaving us employers in the lurch and so much so for advocating higher birth rate... come on....they should just slap teir own face for advocating this and on the other hand come up with such ridiculous rules.
Am currently paying my maid $380. Am happy to pay her $450 at renewal which is end of the year. She does not want day off, meaning i'll have to fork out $70 extra, making it to $520! This is a 36.8% increase!
I am not aware of anyone, except for maids having this sort of salary increase. So can someone out there, perhaps MoM explain how do we manage the high cost of living? I'm a working mum so does it mean I should stay at home and not work? Or should i advise those newly married couples NOT to have children if their parents cannot afford to care for their children?
It is definitely better NOT to have any babies. This will be the advise I will give to any couple whose parents cannot look after the baby for them.
The birth rate will continue to go down. There will be more and more Singaporeans migrating overseas. I predict that when my kids grow up, the number of Singaporeans will be fewer than foreigners. Perhaps only by that time, the gahmen will realize their mistake for ignoring us.
To those people who still cannot understand why Singaporean mothers cannot take care of our own babies :
The reason is because we have to work. Stop comparing us to other developed countries. Singapore is very different.

I have tried writing in to STforum and my article was published on another topic. Although they require you to write in your full name , you can always use a fictitious name.
If STFORUM is receiving so much "articles" regarding this matter from so many Singaporeans , I'm sure it will be published and the relevant authorities will need to give a satisfactory answer or risk facing the music from the readers
I was stunned when I heard this news. The Indonesian Maids that I've had is terrible. Shoddy work, forgetful & lazy. I have to constantly supervise her work after a tiring day at work. Great. With the increase, her pay will be $520. Add the levy $ 170= $690. Add accomodation, food, clothes, damaged household items due to carelessness= Boiling Point! As a bitter employer, I am thinking of leaving the workforce or leaving this country forever.

precisely. most people work long hours (not like maid) go home and continue working and supervising maid. pls, wheni was pregnant or carrying a 10kg baby and happy to carry groceries with my maid,all of them pass me the heaviest bag. who expects to be treated like royalty? my maids cannot eat leftovers,petfectly good food we eat. does work shoddily at 3 times my speed even with all the efficent equipment.
you should hire a maid before commenting.
a worker does not help his/her family by playing (keep chatting or talking on hp) instead of working or giving shoddy work. i think if i do that,my boss will fire me 1st

I do encourage employers to write to ST, MPs, ministers and even the PM. Perhaps we should also write to Mr LKY.
However, based on past experiences, I feel that chances of the gahmen making any changes to improve our situation are very slim.

I think no employer who posted in this blog (Singapore Maid Blog link) expects to be treated like royalty or extremely well by PAP. All we are looking for is be fair to us, we need someone who can at least clean/do housework properly and keep our kids/elderly well fed and safe.
Are we asking too much ? Is this the reason why govt/MOM is ignoring us so completely... even though many emails had been sent to you?
Conduct online survey for all FDWs' employer (must be dual income), ask them what made the working couples so helpless. Why we've to share our experiences and tell newly wed don't give birth, have you bothered to find out? We are not protected like a citizen!!
Most domestic workers are highly paid (don't forget to calculate in $170/265 levy, live-in costs, agency fee = S$1300 to 1600/month) BUT unable to carry out chores as a DOMESTIC PERSON. They are not trained by agencies and SIP .... took our money, claimed trained yet know nothing! Kept pestering for mobile phone to chit-chat during working hours, off days which we were forced to give ....end up with more miseries & risks .... they can moonlight for $$, sleep with men and get pregnant or contracted dreadful diseases (pass to you or your family, you want?) .... you thought they are so responsible and with good conduct, won't bring headaches to employers while enjoying off days? You thought they are Angels??
We're the real victims under your MOM rules and regulations!!
Please stop pretending you're concerned about birth rates. Don't lie and disappoint us again and again. We didn't see anything helpful or somebody who understand our/my plight.

i feel you should leave some negative comments so when other people like them will see the comments and read our reasons, then they will think properly before they make comments. obviously they never think indepth and are living in their perfect nice world.
for the previous negative poster, i believe in being nice and kind and giving enough rest and food or more than what normal singaporeans have to my maids. but after experiencing the same 'pattern' from different maids, i think i am a fool.

i agree with the poster that says leaving the country instead of facing the issue is a sign of defeat.
At least they could change their vote in 2016 and this will have an impact of getting the authorities to listen to the people
I think each piece of maid policy change, its make me feel so breathless, where to find money? My pay increment each year is only 40 to 50 bucks, yet the maids salaries adjustment is more than my salary increment... ridiculous.., MOM should waive off our levy to compensate thieir increment since they can't help in anyway...
I delete 3 types of comments. :
1. Comments which are not relevant. This blog is for employers who have suffered in the hands of bad maids. It is not a social political blog like the online citizen. Recently someone has been posting many comments reminding us not to vote for PAP in 2016. I have published one or two comments before, but the comments are getting very repetitive and completely irrelevant. Please do not use my blog to promote your own agenda. I will continue to delete the comments if you don't have anything constructive to say.
As to whether my blog has credit or not, I leave it to other employers to decide. If my blog has no credit, then no one will visit my blog. If you are not an employer of maids, please do not waste your time writing irrelevant comments.
2. Negative comments which have been published before. Comments such as :
a. why Singaporeans cannot take care of our own babies/elderly
b. why we pay maids peanuts
c. accusing employers for treating maids like slaves
This blog has been around since 2007. Comments like the above have been published many times before, and many explanations have also been published. I am tired of explaining the same thing over and over again to people who do not care to read my blog. I also realize that it is impossible to change the minds of these people just by explaining.
3. Comments which are hostile and inflammatory. Employers already suffered the bad attitude of maids. No one likes to come here to get hurt by insensitive comments.
Negative comments are welcome, so long as they do not fall into the above category.

The levy ($170) is about 37% of the maid's salary!!! The govt should waive it!
Wonder what are most people paying now for Indonesian maid. Care to share the information?
6 years, $460, 1 off day every week + most public holidays, 2 weeks paid home annual leave with paid air tickets.

I emailed to LHL office on 20 Sep 2012. There is an email from MOM on 24 Sep 2012 telling me that they received the forwarded mail from LHL's office and they are looking into this matter.
It is pretty fast.
Basically employers in Singapore are already paying more than $650 per Indon maid right now. It just that the gov unfairly deduct $265 or $170 for levy and that leaves the maid with a lower salary.
I think the Singapore gov should remove or reduce the levy so as to make the cost of hiring maids more fair and transparent for all.
And to make matter worse, employers are actually paying much more considering the strength of the Singapore currency.
Afterall, isn't it the priority of the Singapore gov to make the place more pro-family in the hopes that more ppl will have children?
I'm a single mum with 2 children. I work 2 jobs to earn supplement income and need a FDW to look after my kids n etc. Now, everything increases ! Agency fee, maid salary and even 4 off days per month for maid. MOM is really not fair to us. We hire a maid and pay them to help, the most i can give 1 day off. But i need to pay extras for the 3 off days. Its just like putting me to dead end
this little tip for you ask your maid if she want the contract. If she say yes than immediately go to agency to renew the contract. Dont bring your maid. Agency will take care the rest. Dont bother to the mid about day off or compensatin. Good idea right. Thats what my employer done.
